			<description>&lt;p&gt;&amp;nbsp;Many religions and cultures observe the beginning of a &amp;#39;new year&amp;#39; at different times, yet today, 31 December, is the day on which most believe one year ends and, at the stroke of midnight, a new year begins.&lt;/p&gt;&lt;p&gt;This new year is a bit tricky: we need a &amp;#39;leap second&amp;#39; to get to 2009.
